The only thing that comes close to a permissions screen is the mailbox rights section, but that doesnt have the 'allow inheritable permissions from parent to propagate..." option. but the only problem is that there is no security tab in AD users and computers. When you say user permission problem. Turns out it was a Exchange 2010 archive mailbox.
