Config the permission to be writable for all user and see if it is working and then limit the permission step by step until you feel comfortable. not sure what is gong on. I'm keen to learn more about automated testing in Drupal but haven't found anything on it. You can do this via Drupal Admin -> Configuration -> File System. I don't know if this is related to this issue, but I don't know any better place where to mention it, being a newbie to Drupal community. This may be a -p0 (old style) patch, which is no longer supported by the testbots.
